Who Is Assata Shakur? Why The NJ State Police Is Offering A $2 Million Reward On State’s Most Wanted Person

The New Jersey State Police have once again placed Assata Shakur, born Joanne Chesimard, at the top of their 2025 Most Wanted list, reaffirming her position as one of the most high-profile fugitives in U.S. history.

Authorities are offering up to $2 million for information leading to her capture and return to the United States.

Shakur, now 77 years old, was convicted in the 1973 shooting death of State Trooper Werner Foerster during a traffic stop on the New Jersey Turnpike. She was sentenced to life in prison plus an additional 26 to 33 years.

In 1979, she escaped from a New Jersey prison and, by 1984, had been granted political asylum in Cuba, where she has remained ever since.

The New Jersey State Police warn that Shakur should be considered “very dangerous” and advise the public not to approach her.

Known also by aliases such as Barbara Odoms, Mary Davis, Justine Henderson, Joanne Byron, Josephine Henderson, and Joanne Chesterman, she was a prominent member of the Black Liberation Army (BLA) and has long been a polarizing figure in American history.

While U.S. authorities classify her as a convicted fugitive and “domestic terrorist,” many supporters within the global Black liberation movement regard her as a political exile and symbol of resistance against systemic racism and police brutality. The case remains deeply divisive, particularly within Black communities, where her story continues to spark debate over justice, oppression, and the political framing of activism.
