Oregon Rep. Janelle Bynum’s Bipartisan Bill Expands Credit Monitoring for All Servicemembers

The Senate has passed the bipartisan Servicemember Credit Monitoring Enhancement Act, a measure led by Rep. Janelle Bynum (D-OR-05) and co-sponsored by Rep. Elise Stefanik (R-NY-21), bringing the legislation one step closer to becoming law. The bill aims to broaden financial protections for U.S. military personnel by expanding access to free credit monitoring services.

Currently, complimentary credit monitoring is available to active-duty servicemembers and full-time National Guard members. This legislation would extend those benefits to include all members of the uniformed services, notably part-time National Guard personnel and reservists. The expansion reflects a growing recognition that financial vulnerabilities, including identity theft and credit fraud, can affect servicemembers regardless of their duty status.

“Our soldiers voluntarily put their lives on the line every day to defend our country and our freedoms,” Bynum said in a statement. “They deserve high-quality treatment that honors their service. I’m proud this bipartisan bill helps to finally provide all of those who protect our country with financial stability and peace of mind.”

In the Senate, the bill was introduced by Sens. Kevin Cramer (R-ND) and Amy Klobuchar (D-MN), underscoring its bipartisan backing in both chambers of Congress.

At its core, the legislation amends the Fair Credit Reporting Act by redefining who qualifies as a “uniformed services member consumer.” This change ensures that all servicemembers are eligible for credit monitoring protections, replacing the narrower “active duty” designation currently used in the law.

The Fair Credit Reporting Act governs how consumer information is collected, shared, and used by credit reporting agencies. It also requires that consumers be notified when adverse decisions—such as denial of credit or employment—are made based on their credit reports. Enhancements introduced by subsequent laws, including the Fair and Accurate Credit Transactions Act and the Dodd-Frank Act, have strengthened protections against identity theft and improved oversight.

If enacted, the Servicemember Credit Monitoring Enhancement Act would represent a meaningful step toward safeguarding the financial well-being of all who serve, ensuring broader access to tools that help detect and prevent credit-related harm.
