A Toledo mother is demanding accountability after her 10-month-old daughter came home from daycare with a black eye, deep scratches, and bleeding wounds.
Kendra Small, a mother of two, says she was horrified to find her infant’s face covered in at least 23 visible injuries after spending the day at a licensed in-home childcare facility.
The daycare, operated by provider Emma Anderson out of a private residence, is currently licensed by the Ohio Department of Children and Youth.

According to records obtained by 13 News, the facility has had previous issues with partial compliance, though it’s unclear if any of those concerns were related to child safety.
Small was reportedly told by the provider that another child had scratched her daughter while she was seated. However, she finds that explanation difficult to accept given the extent and depth of her daughter’s injuries, which included patches of missing skin near her eye and on her cheek.
“My baby was crying and scared,” Small said in an emotional interview. “Whether it was a child or an adult, she was attacked, and no one notified me.”

Small took immediate action—seeking medical treatment for her daughter, filing a police report, and contacting child protective services to launch an investigation into the incident.
As the mother of a 10-month-old and an autistic son, Small says she’s desperate for transparency and wants to ensure no other parent faces a similar nightmare.
The childcare provider, Emma Anderson, has been reached for comment but has not yet responded to requests from local media.
An investigation by both law enforcement and child protective authorities is now underway.
