A Houston mother is wanted by authorities after investigators alleged she abandoned her two young daughters for more than six weeks while traveling out of state for a funeral, leaving her 11-year-old child responsible for caring for her younger sister.
According to the Harris County Sheriff’s Office, Rayshawna Deanna Dowdell is facing a charge of abandoning a child without intent to return after authorities say her daughters, ages 11 and 6, were left alone in a home outside Houston between February 17 and March 30.
Investigators allege the older child was forced into the role of caretaker, handling daily responsibilities for her younger sibling while their mother remained away.
‘The 11-Year-Old Was in Charge’

The investigation reportedly began in March after a woman contacted authorities expressing concern about two children she encountered at a park.
According to investigators, the caller said she learned the girls had been living alone for an extended period.
Court documents allege the children survived largely without adult supervision while relying on occasional food deliveries sent through Uber Eats.
“There was no food in the home; food was only provided via Uber Eats when the mom sent it,” a motion reportedly stated. “The home was dirty and in disarray. The 11-year-old was in charge of the 6-year-old.”
Authorities said the older child told investigators she was responsible for preparing her sister for school, managing her daily needs, and trying to secure food while they were alone.
Investigators also reportedly recovered messages showing communication between Dowdell and her daughter during the period in question, including instructions related to school attendance and daily activities.
Mother Allegedly Left State for Funeral
According to investigators, Dowdell later admitted she had traveled out of state during that time to attend a funeral.
Authorities have not publicly disclosed where the funeral took place or whether any additional adults were supposed to monitor the children while she was gone.
The case intensified after news spread among relatives that the girls had allegedly been left alone.
Officials say family members attempted to take custody of the children, leading to an alleged physical altercation before Dowdell fled with the girls.
Children Later Located in Ohio
Investigators said multiple welfare checks initially failed because authorities received inconsistent information about the children’s whereabouts.
The girls were later located safely in Ohio, according to law enforcement officials.
Dowdell, however, remains at large.
The case has sparked widespread concern, particularly surrounding allegations that an elementary school-aged child was left to function as a parent for weeks while living in reportedly unsafe conditions.
Child welfare advocates often warn that prolonged parentification, when a child assumes adult caregiving responsibilities, can have serious emotional, developmental, and psychological consequences.
Authorities have not announced when or where Dowdell may next appear in court if apprehended.
