Newly-Appointed Assistant City Manager Faces Scrutiny Over Alleged Anti-White Social Media Posts

Just two days into her new role, Nalungo Conley, the newly appointed assistant city manager of Vallejo, is facing intense public backlash.

This is after screenshots of controversial social media posts, allegedly from her now-deleted X account, surfaced online.

The posts, some of which referred to white people as “evil” and described white women as raising “bigoted white boys,” have sparked debate in one of California’s most racially diverse cities.

Conley, 51, was officially announced as Vallejo’s second assistant city manager on Monday, July 8, filling a position left vacant for months. The city had praised her “wealth of knowledge, passion, and leadership.”

But by Wednesday, anonymous sources shared screenshots with the Times-Herald from an X (formerly Twitter) account bearing her name and image—@nalungomc1—allegedly linking her to a string of racially charged messages dating back to July 2024.

Among the most inflammatory posts were retweets and original messages asserting that white people were “evil,” and accusing white women of birthing and raising bigoted children. One retweet claimed:

“White women marry bigoted white men and birth bigoted white boys.”

Another retweet stated:

“This is why the Black LGBTQ community doesn’t trust the white LGBTQ community. They will sell our rights away to protect their whiteness.”

The account also criticized the media, with one tweet reading:

“Distrust the media as they are backed by wealthy, white men who are only interested in keeping power and money among their small group.”

The account, which had attracted over 370 followers, was deactivated shortly after the Times-Herald began investigating. Its existence was brought to public attention by an individual identifying only as Aaron Schlessinger.

Conley, a longtime Bay Area resident and Vallejo local since 2020, had expressed excitement about her appointment just one day before the controversy erupted. “I’m so excited. I’m a resident of Vallejo and I love this place,” she told the Times-Herald. “This feels like a dream job for me.”

But the fallout has already prompted criticism from public officials and commentators. Former Richmond Mayor Tom Butt warned that such comments, if proven authentic, could compromise her effectiveness.

“There is no room for bigots in a city manager role,” Butt said. “Vallejo’s a very diverse city and if she is going to be effective there, she will have to deal with that.”

According to U.S. Census data, Vallejo’s population is approximately 27% White, 17% Black, 23% Asian, and 30% Hispanic.

Adam Hochschild, a journalist and co-founder of Mother Jones, questioned the tone of the posts.

“If I do that with this quote, it would read, ‘Black women marry bigoted Black men and birth and raise bigoted Black boys.’ I would feel it was racist,” Hochschild said. “And I think the same thing applies if it’s White instead of Black. Or if one substitutes anything else — Asian, Mexican — anything else.”

City leaders have yet to comment publicly or indicate whether any disciplinary action will be taken.

Conley had been expected to oversee internal operations like finance, IT, and human resources, supporting the work of Assistant City Manager Gillian Haen, who handles economic development and housing.

In an earlier interview, Conley said,

“We serve the people, and I actually believe that. I believe in being honest, no matter what—even if that means we can’t provide all the information at the time.”

As of last Thursday, Vallejo city officials had not released a statement or responded to calls for an investigation.
