A Chicago mother is calling for accountability and a formal investigation after she says a man exposed himself to her 2-year-old son during a family outing at Buckingham Fountain, leaving her shaken and frustrated by what she describes as a lack of follow-up from authorities.
Estella Jordan says the disturbing incident occurred around 8:15 p.m. Wednesday while she and her toddler were waiting to watch fireworks near the iconic downtown landmark.
According to Jordan, she had just entered the fountain area and was recording her son as he rode a tricycle when she noticed a man approaching.
“We just entered the fountain area; I was recording him,” Jordan told FOX 32 Chicago. “As I’m recording, I see a guy walk up. He exposed himself to my son.”
Jordan described the suspect as an older white man with balding white hair, wearing a maroon polo-style shirt, khaki pants, and a hat.
She said the man allegedly emerged from a pathway surrounded by bushes with his pants unzipped and appeared to make eye contact with her child.
“I kept the camera on because I was in shock,” Jordan said. “I was looking directly at the guy. He exposed himself to my son, and I was just in shock for like three minutes.”
Despite her disbelief, Jordan said her immediate concern was protecting her son.
“My son continued to ride his bike behind me while I kept my camera on the guy,” she recalled. “I was contemplating my move, but I had to remember my son was with me.”
Jordan said she eventually shouted at the man, who then fled the area before police arrived.
She called 911, but says officers did not respond until approximately 45 minutes later.
By that time, the suspect was gone.
While the alleged exposure itself was traumatic, Jordan said she became increasingly frustrated by the process that followed.
According to her account, she was instructed to contact 311 to file a police report but says repeated attempts to do so were unsuccessful.
“I called 311 for two days like the police told me,” Jordan said. “They said they would transfer me to an officer to make a report, but every time they transferred me, the phone would literally ring for ten minutes. The next time it rang for like 30 minutes.”
She added that she has been unable to obtain a formal response regarding the incident.
“They need to take this seriously,” Jordan said. “I can’t even go to sleep and close my eyes without seeing that happening to my son.”
Although her child was too young to understand what allegedly occurred, Jordan says the experience continues to haunt her.
“My son did not realize what was happening, but I did,” she said.
Jordan also expressed concern that the suspect could target other children if he is not identified.
“It was a lot of people, and I’m just like, he was bold enough to do that,” she said. “I was there with my child. He didn’t do it behind my back. I had a camera facing my child. He didn’t even look my way.”
Now, she is urging authorities to review surveillance footage from the area and formally document the incident.
“If this happened to my child, it could happen to someone else’s,” Jordan said.
The alleged incident occurred in a highly trafficked public space frequented by families, tourists, and children, raising concerns about safety and security in one of Chicago’s most recognizable public attractions.
Jordan says her decision to speak publicly is intended not only to seek justice for her family but also to warn others.
As of the latest reports, no arrests have been announced, and the suspect remains unidentified. Authorities have not publicly released information indicating whether surveillance footage from Buckingham Fountain or surrounding areas is being reviewed.
The case remains under public scrutiny as Jordan continues to press for answers and a more comprehensive response from city officials and law enforcement.
