Bowie State Alum Jakeya Johnson Could Make History as Youngest Black Woman Ever Elected to Congress

Progressive candidate Jakeya Johnson is drawing national attention in Maryland’s 4th Congressional District race, where the 31-year-old Bowie State University alum could become the youngest Black woman ever elected to Congress if she defeats incumbent Glenn Ivey in the June 23 Democratic primary and wins the general election.

Johnson’s campaign is positioning her as a movement-driven challenger focused on reproductive justice, labor organizing, and grassroots political engagement in one of Maryland’s safest Democratic districts.

Historic Stakes in Maryland’s 4th District

If elected, Johnson would surpass Lauren Underwood, who was 32 when she entered Congress, becoming the youngest Black woman ever sworn into the U.S. House of Representatives.

The race has quickly become one of the more closely watched congressional primaries involving a young Black progressive candidate, particularly given Johnson’s ties to Bowie State University and her activism around reproductive rights.

“This campaign is about proving that working people, young people, and everyday families deserve representation that reflects their realities,” Johnson’s campaign messaging states.

Reproductive Rights Advocacy at Center of Campaign

Johnson helped lead a coalition of more than 50 organizations supporting Maryland’s 2024 ballot measure known as Question 1, which strengthened protections for reproductive freedom in the state constitution.

Official statewide results showed the amendment passed with more than 76 percent support.

Her campaign says her advocacy work began while studying public policy at Bowie State, where a graduate class project on reproductive healthcare access eventually evolved into real legislative proposals affecting public college campuses statewide.

Johnson currently serves as executive director of Reproductive Justice Maryland and has also worked as a union steward and healthcare administrator.

Challenging Establishment Politics

Johnson is running on a progressive platform that includes support for Medicare for All and a pledge not to accept corporate PAC or AIPAC funding.

That stance has created a direct contrast with Ivey, who previously acknowledged that support from American Israel Public Affairs Committee played an important role in his campaign.

Her campaign has leaned heavily into grassroots organizing, portraying Johnson as a candidate shaped more by community activism than traditional political networks.

A Steep Financial Climb

Despite growing attention, Johnson faces significant financial disadvantages against the incumbent congressman.

Federal Election Commission filings show Johnson raised just over $20,000 through March 2026, compared to more than $560,000 raised by Ivey during the same period.

Still, political observers note that insurgent campaigns increasingly rely on digital momentum, issue-based organizing, and younger voter engagement rather than traditional fundraising alone.

HBCU Pipeline to National Politics

Johnson’s candidacy is also fueling conversations about the growing influence of historically Black colleges and universities in shaping national political leadership.

Her supporters argue that her rise from retail worker and student parent to congressional candidate reflects broader generational shifts within Democratic politics.

The campaign has stressed her experience balancing work, education, and organizing while building a career in public policy and advocacy.

June Primary Could Be Closely Watched Nationally

Maryland’s 4th Congressional District primary is scheduled for June 23, with multiple Democrats on the ballot. But much of the attention has centered on whether Johnson’s grassroots coalition can overcome the institutional advantages of incumbency.

For now, her candidacy is already resonating beyond Maryland as Democrats debate the future direction of the party, the role of progressive activism, and the emergence of younger Black political leadership on the national stage.
